Job Description:    The SAS Analyst/Programmer is responsible for executing data management programming activities for all MDwise Programs. These responsibilities include: extracting data from the source, analyzing and manipulating data, and producing data management reports, dictionary coding programs, and data management listings. Responsibilities: • Identify, design, recommend, and execute analytical solutions using SAS tools. • Design appropriate data processes, which will maintain effective integration of the SAS platform with the Data Warehouse environment. • Develop life cycle system projects from design through coding, testing, implementation, documentation, and end-user training. Assist users and IS team in testing and debugging programs, reports, and / or queries as needed. • Maintain the consistency and integrity of data and data systems. Perform quality assurance review of programming code. • Develop, program, and test programs necessary to download data received from various sources, validate the data, and store the data in MDwise databases. • Perform database cleaning and data validation. Ensure that data is accurate and ready for warehouse processes. Develop programs to perform quality assurance checks on data. Develop and maintain new and ongoing data systems, including development of programs to extract and manipulate data in order to create data sets for analytical activities. Manipulate output for report tables and graphs, and validate programs according to planned requirements. • Interpret, communicate, and present results in consistent and easy to understand formats to facilitate fact-based decision making. • Perform programming required for analysis and reporting. Generate tables, reports, listings, and graphs as required. Responsible for accurate and timely delivery of data and data reports. • Develop and maintain written documentation of systems. • Ensure that activities and processes performed are conducted according to requirements. Review deliverables before transfer to either internal or external clients. • Communicate to management on project status and key project issues. • Work directly with other team members. As a lead programmer, responsible for training other staff members to perform related activities. • Perform other duties as assigned

Platform:   

Required Skills:    • Bachelor’s degree in computer science, statistics, mathematics, or related field preferred, but would accept five years of programming experience, or SAS Advanced Programmer Certification. • Three years healthcare data experience or similar data experience. • Three years experience efficiently integrating data from large relational databases. • Prior experience building data sets and principal component analysis is required.

Desired Skills:    • Proficiency with advanced analytic principles and tools including Base SAS and Microsoft Office Applications. • Working knowledge about HIPAA requirements. • Strong knowledge of various aspects of health insurance, including eligibility, referrals, profiling, quality management, and cost and utilization management. • Ability to analyze, model, and conduct gap analyses. • Ability to convert data from multiple, complex systems. • Excellent written, oral, and interpersonal communication skills. Demonstrated ability to communicate clearly with both technical and non-technical audiences. • Excellent multi-tasking skills. Ability to work on multiple projects. • Strong organizational skills and extreme attention to detail. • Understanding of applications and infrastructure models as related to business goals. • Ability to adapt to change, problem solve, work independently, and prioritize work assignments in an often ambiguous work environment.
